On 29 April 2020, Camilo Enciso, Director of the Anti-Corruption Institute, appeared on Noticias Caracol to discuss the transparency of information provided about procurement and contracting for the Armed Forces. Enciso claimed that, “The Army cannot be a black box that runs its own affairs without being held to account. All of the contracts that they sign are public. On this occasion, it is clear that there was no just cause or justification in the name of protecting national security to justify their failure to provide this information to the Office of the Attorney General. ”
