About

The FILMTEGRITY project seeks to persuade citizens to face the problem of corruption in Colombia through a short Filminuto that is creative, forceful, convincing and calls for empowerment and citizen involvement. For this, there will be two competition categories: amateur and professional, which, although they seek the same general purpose, also differ in their more specific characteristics, which can be consulted below.

Categories and Awards

AMATEUR CATEGORY

Recommended theme: The short film in this category should seek to promote a culture of individual and social integrity within the framework of the fight against corruption.

  • Length of the short film: maximum 60 seconds
  • Format: mp4
  • Size: 1080 x 1080 px
  • Resolution: Minimum 1280x720p
  • Award: Vixia HF R800 Video Camera

PROFESSIONAL CATEGORY

Recommended topic: It should emphasize the importance of transparency and the good use of public resources.

  • Length of the short film: maximum 60 seconds
  • Format: mp4
  • Resolution: 4K (3840 x 2160 pixels)
  • Size: 1080 x 1080 px

Pre-selection Criteria

  • Creativity: original ideas and creative thinking will be valued positively – 25 pts.
  • Editing: the composition of the video will be positively valued (Lighting, sound and editing) – 25 pts.
  • Consistency: Clarity in the message to be transmitted will be positively valued – 25 pts.
  • Attraction: It will be positively valued that the video generates interest from the public – 25 pts.

From this space, he has led projects focused on “green” productions. He also leads the team behind the Caracol Television Award for Environmental Protection, which seeks to reward companies that excel in contributing to environmental sustainability.

Luisa has over 10 years’ experience in the film industry, working in production, distribution, marketing and content acquisition. She has worked for Cine Colombia, as well as in film distribution for the Colombian and independent film  industry. She has been a speaker at BAM, FICCI, Universidad de los Andes and Universidad Javeriana; she has also taught at San Antonio de los Baños and CESA, among others.

Iván Velásquez is a lawyer. In 2011 he was awarded the World Human Rights Award by the International Bar Association (IBA), and in 2012 the Association of German Judges commended him for his commitment to the fight against impunity and respect for fundamental rights.

Terms and Conditions

 The Anticorruption Institute is a non-profit organization created in 2018 that has been working in the fight against corruption through the detection, investigation and analysis of the abuse of power and all its implications. For this reason, the IA seeks, through this call, to generate an impact towards citizens so that they understand the importance of establishing greater social control of political power and seeking a change to achieve a better future for everyone.

 

  1. General characteristics of the Filminuto

1.1. This call is aimed exclusively at people over 18 years of age who currently reside in Colombia.

1.2. Filminutos can be made in any genre (drama, monologue, documentary, animation, musical, etc.).

1.3. Filminutos must be produced exclusively in Spanish language

1.4. It is recommended that the elaboration of the Filminuto be based on the purposes sought by the Anticorruption Institute, which can be consulted here.

  1. Registration

2.1. People interested in participating must register in the form:

2.2. For the Amateur category, only natural persons may be registered, who are not part of any audiovisual production organization and who do not have a specialized technical team. A maximum of 2 people per video can be registered in this category.

2.3. For the Professional category, both natural and legal persons may be registered.

2.4. Legal persons and / or teams registered for the Professional category cannot have a number greater than 5 people.

2.5. To complete the registration process, they must fill out the data authorization template and the form with the general information about the short film and the participants involved.

2.6. The registration and / or participation of a person in both categories is not permitted and it is only possible to register one video.

2.7. For no reason the registration process will have any cost for the participants.

  1. Dates

3.1. Short films can be uploaded from April 26 at 00:00 to July 1, 2021 at 11:59 p.m.

3.2. For no reason will short films be received after the closing date mentioned in the previous point.

  1. Awards

4.1. Each category has an award process in which only one short film will be the winner. In turn, the award process is the same for both categories.

4.2. The awarding process will be defined through a score that will be assigned only by the specialized juries, this score will range from 0 to 100 points, with 100 being the highest score obtained. This qualification is made up of the 4 criteria mentioned above, which are: creativity (25 points), montage (25 points), coherence (25 points) and attraction (25 points).

4.3. The highest grade above 65 points will be the winner. In the event that in neither of the two categories no video obtains a score higher than 65 points, the award process will be declared void.

4.4. The winners of the Filminuto will be announced on Monday, August 18, 2021 on the Anti-Corruption Institute’s official social networks, as well as on the website www.estudiosanticorrupción.org.

4.3. The winners of the Filminuto will be announced on Monday, August 19, 2021 through the official Instagram account of the Anticorruption Institute.

4.5. In no way will the winner be able to demand a change of prize or its equivalent in money.

4.6. If for any reason the winners cannot be contacted within the two weeks following the announcement, they will lose their right to the award and the prize will be awarded to the video with the next best rating as adjudicated by the jury.

5.1. In the registration process, it must be stated that the authorship of the video corresponds in its entirety to the participants who appear in the form.

5.2. The short film must be original and must not have been material in other contests or previously uploaded on any website or social network.

5.3. Any indication of fraud or plagiarism found in the material will be grounds for disqualification by the jury.

5.4. All participants in the video must sign the authorization for publication.
